Because God loves & takes care of the poor. Whether it is Christianity, Islam, Buddhism, Taoism, Confucianism, their Scriptures always encourage people to take care of the poor. God Kingdom or Heaven will not allow a person to go in & oppress the Heaven people. So if you are a bad emperor, please think about your afterlife, & do not oppress the poor, take care of poor instead.
