Try to have less cluster in your <H1>&</H1> line like no font size so that Google can crawl more efficient. Define your Headings format with CSS styles.
You must target your keywords which you want to rank high in Google organic search.
Put the keywords in your url. For example, the keyword Sage-King Government http://www.cstan98.com/cstan98-sage-king-government.htm .
Put in first H1 texts. For example, the keyword in first H1 text 'Cstan98 Sage-King Government'.
Put in first paragraph texts. For example, 'Sage-King Government' should be mentioned in first paragraphs texts.
Put in rest of paragraph texts. For example, many mentions of 'Sage-King Government' in subsequent paragraph texts.

When you create your website webpages, make webpage A links to webpage B, then make webpage B to links to webpage A. Make webpage A & webpage B links to your homepage. This will confuse search engine crawler thinking that your website is heavily linked when the crawler go many loops in your links. Giving you top search engine rankings.
For your pdf ebook to rank high in Google, you need to add a title tag to it. If you use Microsoft Word, to create that pdf ebook, the title tag is in the File-Info Menu.
De-cluster your html coding of the webpages. Remove errors & rubbish codings so that Search Engine crawlers can crawl faster & more efficient. Giving you higher Search Engine ratings. 404 Error Page = is a custom html error page that redirects your audience to a Error Page when that webpage is not found. Contact your hosting agent about the setup of the 404 error page as each hosting agent is unique.
