<Know Huang Shi Gong 3 strategies to fight.>
夫主将之法，务揽英雄之心，赏禄有功，通志于众。
You govern Generals of method, get Heroes of hearts, reward official positions those with merits, known ambition among public.
故与众同好[非*]不成，与众同恶[非*]不倾。
Therefore with crowd same good like nothing not accomplish, with crowd same bad dislike nothing not defeatable.
治国安家，得人也；亡国破家，失人也。
Govern Country safe family, get people is; destroy country broken family, lose people is.
含气之类，咸愿得其志。
Get same kind people, complete wish get the ambition.
《军谶》曰：柔能制刚，弱能制强。
Army Divination says: soft can overcome hard, weak can overcome strong.
柔者德也刚者贼也。
Soft is virtues hard is disasters.
弱者人之所助，强者怨之所攻。
Weak person people helping, strong person resentments attack.
柔有所设，刚有所施，弱有所用，强用所加，兼此四者而制其宜。
Soft can implement, hard can give, weak can use, strong can add, add these 4 up to make use.
端末未见，人莫能知。
Start & end yet seen, people do not know.
天地神明，与物推移，变动无常。
Heaven Earth gods, with things push change, change not consistent.
因敌转化，不为事先，动而辄随。
Because enemy turn change, not do things first, move then finally follow.
故能图制无疆，扶成天威，匡正八极，密定九夷。
Therefore able plan win non-stop, assist become Emperor, correct 8 extremes, secretly stabilize 9 tribes.
如此谋者，为帝王师。
Like that planning person, become Emperor's Teacher.
故曰：莫不贪强，鲜能守微；若能守微，乃保其生。
Therefore say: do not greed strong, or else unable to guard tiny wonder; if able guard tiny wonder, able guard its living.
圣人存之，动应事机，舒之弥四海，卷之不盈怀；居之不以室宅，守之不以城郭，藏之胸臆，而敌国服。
Sage have them, move apply things purpose, expand to 4 seas, contract not over body chest; live not use house, guard not use fortress, hide it inside chest, & enemy country submit.
《军谶》曰：能柔能刚，其国弥光；能弱能强，其国弥彰。
Army Divination says: able soft able hard, its Country full of lights; able weak able strong, its Country full of reputations.
纯柔纯弱，其国必削；纯刚纯强，其国必亡。
Pure soft pure weak, its country definitely get cut; pure hard pure strong, its country definitely get died.
夫为国之道，恃贤与民。
Gentleman govern Country of Tao, rely on good Officers & people.
信贤如腹心，使民如四肢，则策无遗。
Trust good Officers like heart organ, use people like 4 limbs, then policy no leakage.
所适如支体相随，骨节相救，天道自然，其巧无间。
What do like body attached together, bone joints help each other, Heaven Tao (way) natural, its mysterious no trail.
军国之要，察众心，施百务。
Military country requirements, observe people hearts, do hundred tasks.
危者安之，惧者欢之，叛者还之，冤者原之，诉者察之，卑者贵之，强者抑之，敌者残之，贪者丰之，欲者使之，畏者隐之，谋者近之，谗者覆之，毁者复之，反者废之，横者拙之，满者损之，归者招之，服者居之，降者脱之。
In danger persons put safety, afraid persons make happy, rebellious persons make return, innocent persons put return, complaint persons do investigate, low-class persons make high-class, strong persons suppress with, enemy persons destroy with, greed persons make abundant, desire persons make use, afraid-slander persons hide with, planning persons near with, flattery persons do not use, destroy person recover with, against persons get rid, proud persons make inferior, full persons make lesser, return persons recruit with, submit persons live with, surrender persons release with.
获固守之，获厄塞之，获难屯之，获城割之，获地裂之，获财散之。
Get fortress guard with, get dangerous block with, get difficult-get safeguard with, get city give with, get land split with, get money spread with.
敌动伺之，敌近备之，敌强下之，敌佚去之，敌陵待之，敌暴绥之，敌悖义之，敌睦携之，顺举挫之，因势破之，放言过之，四网罗之。
Enemy move spy with, enemy near ready with, enemy strong humble with, enemy relax away with, enemy attack counter with, enemy violent comfort with, enemy anyhow righteous with, enemy together split with, according attacks defeat with, because situation break with, spread rumours mistake with, 4 sides net capture with.
得而勿有，居而勿守，拔而勿久，立而勿取，为者则己，有者则士，焉知利之所在！
Get win do not stress have, get process do not guard have, conquer get do not idle long, make officers do not reprocess take, make plan is self, have credits are officers, do know where are the benefits!
彼为诸侯，己为天子，使城自保，令士自取。
Others are sub-rulers, you are Emperor, make cities self-protect, make officers self get.
世能祖祖，鲜能下下。
People able respect ancestors, seldom able look after public.
祖祖为亲，下下为君。
Respect ancestors are relative, look after public is emperorship.
务耕桑不夺其时，薄赋敛不匮其财，罕徭役不使其劳，则国富而家[埃*]，然后选士以司牧之。
Labour farming do not rob the timing, low tax do not few the money, few labours do not make tiredness, then Country rich & family happy, then select good Officers to govern them.
夫所谓士者，英雄也。
Here what says good Officers, are heroes.
故曰：罗其英雄，则敌国穷。
Therefore say: get the heroes, then enemy country poor.
英雄者，国之干；庶民者，国之本。
Heroes, Country's pillars; common citizens, Country's foundation.
得其干，收其本，则政行无怨。
Get the pillars, collect the foundation, then govern actions no resentment.
夫用兵之要，在崇礼而重禄。
In using soldiers important points, is in respect rites & stress reward position.
礼崇则智士至，禄重则义士轻死。
Respect rites then wise officers come, stress reward position then righteous officers look light death.
故禄贤不爱财，赏功不逾时，则下力并而敌国削。
Therefore official position good officers do not love money, reward merits do not over time, then below strength go & enemy country reducing.
夫用人之道，尊以爵，赡以财，则士自来；接以礼，励以义，则士死之。
Use people of Tao (way), respect with high positions, reward with money, then good officers self come; receive with courtesy, encourage with righteousness, then good officers die for.
夫将帅者，必与士卒同滋味而共安危，敌乃可知，故兵有全胜，敌有全囚。
You as General Commander, must with soldiers same taste & together safety & danger, enemy then can know, therefore soldiers have all win, enemies have all prisoners.
昔者良将之用兵，有馈箪醪者，使投诸河，与士卒同流而饮。
Last time good General of use soldiers, has gift of bottle wine, make drop into river, with soldiers same drink with.
夫一箪之醪不能味一河之水，而三军之士恩为致死者，以滋味之及已也。
Your one bottle of wine not able make taste one river of water, but three armies of gentleman gratitude willing die for you, because taste is with them.
《军谶》曰：军井未达，将不言渴；军幕未办，将不言倦；军灶未炊，将不言饥。
Army Divination says: army water well not make, General does not say thirsty; army tents not finish, General does not say sleepy; army cooking fire not build, General does not say hungry.
冬不服裘，夏不操扇，雨不张盖。
Winter not wear fur coat, summer not has fan, rain not open umbrella.
是谓将礼。
Are known as General Rites.
与之安，与之危，故其众可合而不可离，可用而不可疲，以其思素蓄，谋素合也。
With in safety, with in danger, therefore the crowd can together not separate, can use & not tired, come from thinking daily accumulate, planning daily same.
故曰：蓄恩不倦，以一取万。
Therefore: accumulate gratitude not tired, use one get thousands.
《军谶》曰：将之所以为威者，号令也；战之所以全胜者，军政也；士之所以轻战，用命也。
Army Divination says: General is why orders obeyed, because issue orders; combat is why all win, because army administration; soldiers is why not scare of combat, because lay down their lives.
故将无还令，赏罚必信，如天如地，乃可御人；士卒用命，乃可越境。
Therefore General no go back orders, reward & punishments definite, like Heaven like Earth, then able use people; soldiers lay down their lives, then able cross borders.
夫统军持势者，将也；制胜破敌者，众也。
Person rules army control situation, is General; make win break enemies, is crowd.
故乱将不可使保军，乖众不可使伐人。
Therefore chaos general unable use protect army, no heart crowd unable use attack people.
攻城则不拔，图邑则不废；二者无功，则士力疲弊。
Attack fortress unable to capture, intend take cities unable to take; two things no accomplishments, only soldiers strength tired.
士力疲弊，则将孤众悖；以战则奔北，是谓老兵。
Soldiers tired, then General alone crowd rebellious; use combat escape north, is then "old" soldiers.
兵老则将威不行，将无威则士卒轻刑，士卒轻轻则军失伍，军失伍则士卒逃亡，士卒逃亡则敌乘利，敌乘利则军必丧。
Soldiers "old" then general orders obeyed no able, general orders not obeyed then soldiers look lightly on punishments, soldiers look lightly on punishments then army lose formation, army lose formation then soldiers escape, soldiers escape then enemies use opportunity, enemy use opportunity then army definitely lose.
《军谶》曰：良将之统军，恕己而治人。
Army Divination says: good General of controlling army, strict self then govern people.
推惠施恩，士力日新，战如风发，攻如河决。
Push favours give gratitude, soldiers strength daily renew, combat like wind starts, attack like river side breaks.
故其众可望而不可当，可下而不可胜。
Therefore this army can see but cannot block, can surrender to but cannot win.
以身先人，故其兵为天下雄。
For body first people, therefore his soldiers are under Heaven heroes.
《军谶》曰：军以赏为表，以罚为里。
Army Divination says: army uses rewards to show, use punishments as rules.
赏罚明，则将威行；官人得，则人卒服；所任贤，则敌国震。
Rewards & punishments clear, then General scary actions; Officers people get, then army soldiers submit; where positions capable people, then enemy country shaken.
《军谶》曰：贤者所适，其前无敌。
Army Divination says: capable people in place, then in front no enemy.
故士可下而不可骄，将可乐而不可忧，谋可深而不可疑。
Therefore Officers can polite but cannot proud, General can happy but cannot worry, planning can deep but cannot have doubts.
士骄则下不顺，将忧则内外不相信，谋疑则敌国奋。
Officers proud then subordinates no follow, Generals worry then inside & outside do not trust, planning have doubts then enemy country excited.
以此攻伐，则致乱。
Use these to attack, then results chaos.
夫将者，国之命也；将能制胜，则国家安定。
Generals, Country of fate; Generals able to make win, then country stable.
《军谶》曰：将能清，能净，能平，能整，能受谏，能听讼，能纳人，能采言，能知国俗，能图山川，能表险难，能制军权。
Army Divination says: General able corrupt clean, able quiet clear, able good temper, able organized, able take opinions, able listen complaints, able take people, able listen things, able know country customs, able draw mountains & valleys, able express danger & difficult places, able control army powers.
故曰：仁贤之智，圣明之虑，负薪之言，廊庙之语，兴衰之事，将所宜闻。
Therefore: Ren (humanity) capable of wisdom, sage clear of worry, people opinions of words, officials galley of words, prosper or dying of things, Generals should know.
将者能思士如渴，则策从焉。
Generals if desire Officers like thirst, then planning people come follow.
夫将拒谏，则英雄散；策不从，则谋士叛；善恶同，则功臣倦；专己，则下归咎；自伐，则下少功；信谗，则众离心；贪财，则奸不禁；内顾，则士卒淫。
Generals refuse opinions, then heroes disperse; planning do not follow, then planning Officers rebel; good & bad same, then merits Officers tired; according himself, then subordinates blame him; self boasting, then subordinates few accomplishment; believe sweet talks, then crowd leave heart; desire money, then bad people unstoppable, desire sex, then officers & men adultery.
将有一，则众不服；有二，则军无式；有三，则下奔北；有四，则祸及国。
General has one violation, then crowd do not submit; have two, then army no system; have three, then subordinates abandon posts; have four, then disaster the country.
《军谶》曰：将谋欲密，士众欲一，攻敌欲疾。
Army Divination says: General's planning needs secret, Officers & crowd needs oneness, attack enemies needs swiftness.
将谋密，则奸心闲；士众一，则军心结；攻敌疾，则备不及设。
General's planning secret, then spy heart cannot accomplish; Officers & crowd oneness, then army heart together; attack enemies swift, then enemies cannot be prepared.
军有此三者，则计不夺。
Army has these 3 things, then execution cannot fail.
将谋泄，则军无势；外窥内，则祸不制；财入营，则众奸会。
General's planning leak, then army no advantage; outside see inside, then disaster unable stop; money enter camp, then crowd bad things meet.
将有此三者，军必败。
General has these 3 things, army confirmed fail.
将无虑，则谋士去；将无勇，则吏士恐；将妄动，则军不重；将迁怒，则一军惧。
General no future thinking, then planning Officers leave; general no courage, then soldiers panic; general anyhow actions, then army not serious; general becomes angry, then whole army scare.
《军谶》曰：虑也，勇也，将之所重；动也，怒也，将之所用。
Army Divination says: planning ahead, courage, General of important traits; move, angry, General of correct use.
此四者，将之明诚也。
These 4 things, General of known understanding.
《军谶》曰：军无财，士不来；军无赏，士不往。
Army Divination says: army no money, capable persons won't come; army no reward, capable persons won't go wars.
《军谶》曰：香饵之下，必有悬鱼；重赏之下，必有死夫。
Army Divination says: under sweet-smelling baits, confirmed have biting fishes; under heavy rewards, confirmed have dead volunteers.
故礼者，士之所归；赏者，士之所死。
Therefore treatment, capable persons come to; rewards, capable persons to die for.
招其所归，示其所死，则所求者至。
Recruit those who come, tells those how die, then those who want reach their ends.
故礼而后悔者，士不止；赏而后悔者，士不使。
Therefore treatment given & regret, capable persons won't come; reward given & regret, capable persons unable to order.
礼赏不倦，则士争死。
Treatment & rewards non-stop, then capable persons compete to die.
《军谶》曰：兴师之国，务必隆恩；攻取之国，务必养民。
Army Divination says: to start war country, tasks must heavy gratitude; to attack get country, tasks must rest the people.
以寡胜众者，恩也；以弱胜强者，民也。
Use few win many, is gratitude; use weak win strong, is people.
故良将之养士，不易于身，故能使三军如一心，则其胜可全。
Therefore good General in rearing capable persons, no different in treating self, therefore able make 3 Armies like one heart, then the winning able complete.
《军谶》曰：用兵之要，必先察敌情。
Army Divination says: use soldiers of critical, definitely first observe enemy situations.
视其仓库，度其粮食，卜其强弱，察其天地，伺其空隙。
See his warehouse, guess his ration supplies, foretell his strong weak, observe the Heaven & Earth, attack the empty space.
故国无军旅之难而运粮者，虚也；民菜色者，穷也。
Therefore country no army expense trouble & transport ration supplies, is empty; people face pale, is poor.
千里馈粮，民有饥色；樵苏后[举*]，师不宿饱。
1000 miles give ration supplies, people has hungry colours; cut woods burn foods, army no home stomach full.
夫运粮千里，无一年之食；二千里，无二年之食；三千里，无三年之食，是谓国虚。
You transport ration supplies 1000 miles, no 1 year of foods; 2000 miles, no 2 years of foods; 3000 miles, no 3 years of foods, is known as country empty.
国虚则民贫，民贫则上下不亲。
Country empty then people poor, people poor then up down not close.
敌攻其外，民盗其内，是谓必溃。
Enemy attack outside, people rob inside, is known definitely rot.
《军谶》曰：上行虐则下急刻。
Army Divination: above level (emperor) actions violent government then lower level fast abuse.
赋敛重数，刑罚无极，民相残贼，是谓亡国。
Tax collection heavy numerous, punishments no ending, the people all do rebellions, is known as country die.
《军谶》曰：内贪外廉，诈誉取名，窃公为恩，令上下昏，饰躬正颜，以获高官，是谓盗端。
Army Divination: inside greed outside corruption-free, trick reputation get name, steal public as self, make up & down mismanaged, pretend upright, to get high official rank, is known as start of stealing.
《军谶》曰：群吏朋党，各进所亲，招举奸枉，抑拙仁贤，背公立私，同位相讪，是谓乱源。
Army Divination: crowd official friends gangs, each get in persons who they love, promote the evil, suppress the Ren (compassion) & the good, against public establish selfishness, same position insult each other, is known as chaos source.
《军谶》曰：强宗聚奸，无位而尊，威无不震，葛[儡*]相连，种德立恩，夺在位权，侵侮下民，国内哗喧，臣蔽不言，是谓乱根。
Army Divination: strong sect gather to evil, no position but have power, powerful no one can stop, crosslink together, do virtues to get gratitude, capture position power, bully the people, country inside make noise, officials hide not talk, is known chaos root.
《军谶》曰：世世作奸，侵盗县官，进退求便，委曲弄文，以危其君，是谓国奸。
Army Divination: generations do evil, invade steal county officials, advance withdraw get convenience, manipulate compositions, do danger to emperor, is known as country evil.
《军谶》曰：吏多民寡，尊卑相若，强弱相虏，莫适禁御，廷及君子，国受其咎。
Army Divination: officials many citizens few, respectable non-respectable cannot tell, strong weak bully, nothing can stop, disasters spread to Gentlemen, country get into troubles.
《军谶》曰：善善不进，恶恶不退，贤者隐蔽，不肖在位，国受其害。
Army Divination: good good do not bring in, evil evil do not reject, good people in seclusion, bad people in positions, country get the mistake.
《军谶》曰：枝叶强大，比周居势，卑贱陵贵，久而益大，上不忍废，国受其败。
Army Divination: branch leaves strong big, bigger than emperor power, humble class flattery higher class, long time become benefit big, upper level not want get rid, country get the failure.
《军谶》曰：佞臣在上，一军皆讼，引威自与，动违于众。
Army Divination: flattery official at top, one army all argue, invite scare-people to self, move against crowd.
无近无退，苟然取容。
No advance no withdraw, just to get good facial expression.
专任自己，举措伐功。
Specially use self, raise accomplishment gain merits.
诽谤盛德，诬述庸庸。
Destroy say heavy virtues people, slander say merit people.
无善无恶，皆与己同。
No right no wrong, all get same as self opinion.
稽留行事，命令不通。
Keep restrain do things, orders not execute properly.
造作奇政，变古易常。
Do extraordinary things, change old always system.
君用佞人，必受祸殃。
You use flattery people, definitely get disaster happenings.
《军谶》曰：奸雄相称，障蔽主明；毁誉并兴，壅塞主聪。
Army Divination: evil competitors together appear, obstacle hide from emperor; destroy & praise together appear, block emperor correct judgement.
各阿所私，令主失忠。
Each protect self subordinates, make emperor lose loyal officials.
故主察异言，乃睹其萌；主聘儒贤，奸雄乃遁；主任旧齿，万事乃理；主聘岩穴，士乃得实。
Therefore Emperor observe different sayings, able see things beginning; Emperor employ confucian good people, evil competitors become disappear; Emperor use old wise people, all things become understanding; Emperor employ mountain seclusion people, officers able get foundation.
谋及负薪，功乃可述；不失人心，德乃洋溢。
Plan to shoulder past-down responsibility, merits able to tell; not lose people heart, virtues able to flow out.
夫三皇无言而化流四海，故天下无所归功。
The 3 Sage-Kings no word to spread 4 seas, therefore under Heaven do not know merits go to who.
帝者，体天则地，有言有令，而天下太平。
Ancient Emperors, observe Heaven & Earth, have sayings have orders, & under Heaven is peace.
君臣让功，四海化行，百姓不知其所以然。
Emperor & Officials dismiss merits, 4 seas good government spread, the people not know why.
故使不待礼赏，有功美而无害。
Therefore make no wait for rites & rewards, have merits beautiful & no harm.
王者，制人以道，降心服志，设矩备衰，四海会同，王职不废。
Ancient Emperors, govern people with Tao (way), lower heart make ambitions submit, make rules to ready Tao (way) decline, all sub-countries come submit, emperor job not destroy.
虽有甲兵之备，而无斗战之患。
Although have armour soldiers for ready, but no combat happenings.
君无疑于臣，臣无疑于主，国定主安，臣以义退，众能美而无害。
Emperor no suspicion over Officials, Officials no suspicion over Emperor, Country stabilize & Emperor safe, Officials use Righteousness withdraw, everyone can perfect & no harm.
霸者，制士以权，结士以信，使士以赏。
Violent emperor, govern officials using power, gather officials using trust, administer officials using rewards.
信衰则士疏，赏亏则士不用命。
Trust decline then officials distance, reward don't have then officials cannot use.
《军势》曰：“出军行师，将在自专。”
Army Situation: "out army action war, General in making decisions."
进退内御，则功难成。
If advance & withdraw decide by court emperor, then accomplishment difficult become.
《军势》曰：“使智，使勇，使贪，使愚。
Army Situation: "use wisdom, use courage, use greed, use stupidity.
智者乐立其功，勇者好行其志，贪者邀趋其利，愚者不顾其死。”
Wisdom people happy build the merits, courage people love fulfill their ambitions, greed people want the rewards, stupidity people do not care their deaths."
因其至情而用之，此军之微权也。
Because their extreme qualities to use, this is army of using powers.
《军势》曰：“无使辩士谈说敌美，为其惑众。
Army Situation: "no use excellent speaker in talking army strong, because of misleading the crowd.
无使使仁者主财，为其多施而附于下。”
No use use compassion govern money, because will more give the below."
《军势》曰：“禁巫祝，不得为吏士卜问军之吉凶。”
Army Situation: "forbid witch people, not able them for soldiers ask army of good & bad."
《军势》曰：“使义士不以财。”
Army Situation: "use righteous people not using money."
故义士不为不仁者死，智者不为暗主谋。
Therefore righteous people do not for no Ren (humanity) person die, wisdom people do not for dark emperor work for.
主，不可以无德，无德则臣叛；不可以无威，无威则失权。
Emperor, cannot no virtue, no virtue then officials rebel; cannot no scary, no scary then lose power.
臣不可无德，无德则无以事君；不可以无威，无威则国弱，威多则身蹶。
Officials cannot no virtue, no virtue then nothing to administer emperor; cannot no scary, no scary then country become weak, scary too much then body stumble.
故圣王御世，观盛衰，度得失，而为之制。
Therefore Sage-King govern world, observe strong & weak situation, calculate get & loss, then become system.
故诸侯二师，方伯三师，天子六师。
Therefore Sub-Country has 2 army, Generals have 3 army, Emperor has 6 army.
世乱，则叛逆生。
World chaos, then rebellion opposite born.
王泽竭，则盟誓相诛伐，德同势敌；无以相倾，乃揽英雄之心，与众同好恶，然后加之以权变。
The emperor merit trails dry up, then sub-countries ally attack each other, virtue same power same as enemy, unable to win each other, then recruit heroes hearts, with crowd same likes & dislikes, then add with power change.
故非计策，无以决嫌定疑；非谲奇，无以破奸息寇；非阴谋，无以成功。
Therefore no idea planning, unable to decide thinking rest suspicions; no special strategy, unable to break evil rest bandits; no dark planning, unable succeed.
圣人体天，贤者法地，智者师古。
Sages observe Heaven, Sub-Sages model Earth, wisdom people learn from ancient.
是故《三略》为衰世而作。
Therefore 3 Strategies for decline world write.
《上略》设礼赏，别奸雄；著成败。
Upper Strategy setup rites & rewards, differentiate evil & heroes; write on win & failure.
《中略》差德行，审权变。
Middle Strategy differentiate virtue actions, question power change.
《下略》陈道德，察安危，明贼贤之咎。
Lower Strategy tell Tao (way) & virtues, observe safe & danger, understand thieving good people of sins.
故人主深晓《上略》，则能任贤擒敌；深晓《中略》，则能御将统众；深晓《下略》，则能明盛衰之源，审治国之纪。
Therefore people Emperor deep understand Upper Strategy, then able use good people & capture enemy; deep understand Middle Strategy, then able use General govern crowd; deep understand Lower Strategy, then able understand strong & weak of source, understand govern Country of principles.
人臣深晓《中略》，则能全功保身。
People Officials deep understand Middle Strategy, then able complete merits protect body.
夫高鸟死，良弓藏；敌国灭，谋臣亡。
High flying bird die, good bow hide; enemy country destroy, planning officials die.
亡者，非丧其身也；谓夺其威，废其权也。
Die, not lose the bodies; is get captured their scary, remove their power.
封之于朝，极人臣之位，以显其功。
Give title in office, in people official positions, to show their merits.
中州善国，以富其家。
Give country lands to govern, to rich their family.
美色珍玩，以悦其心。
Give beautiful females to play, to make happy their hearts.
夫人众一合而不可猝离，威权一与而不可猝移。
People crowd become together then unable to separate, scary power given unable to remove.
还师罢军，存亡之阶。
Return generals remove army, is survive or die stage.
故弱之以位，夺之以国，是谓霸者之略。
Therefore weak give official post, strong give sub-country, is known as strong people of strategy.
故霸者之作，其论驳也。
Therefore strong people's actions, their actions are questionable.
存社稷罗英雄者，“中略”之势也。
Preserve country gather heroes, Middle Strategy of situation.
故世主秘焉。
Therefore world emperor keep as secrets.
夫能扶天下之危者，则据天下之安。
You able prevent under Heaven of danger, then able ensure under Heaven of safety.
能除天下之忧者，则享天下之乐。
Able get ride under Heaven of worries, then able enjoy under Heaven of fun.
能救天下之祸者，则获天下之福。
Able save under Heaven of disasters, then able get under Heaven of happiness.
故泽及于民，则贤人归之。
Therefore give gratitude to the people, then good people come to you.
泽及昆虫，则圣人归之。
Give gratitude to small insects (all beings), then Sage come to you.
贤人所归，则其国强。
Good people come to, then the country strong.
圣人所归，则六合同。
Sage come to, then all countries same unite.
求贤以德，致圣以道。
Get good people use virtues, get Sage use Tao (way).
贤去，则国微；圣去，则国乖。
Good people go, then country become weaker; Sage go, then country become less united.
微者危之阶，乖者亡之征。
Weaker is danger of stage, less united is destruction of sign.
贤人之政，降人以体。
Good people of government, submit people with body.
圣人之政，降人以心。
Sage of government, submit people with heart.
体降可以图始，心降可以保终。
Body submit can expect beginning, heart submit can ensure ending.
降体以礼，降心以乐。
Submit body use rites, submit heart use happy.
所谓乐者，非金石丝竹也，谓人乐其家，谓人乐其族，谓人乐其业，谓人乐其都邑，谓人乐其政令，谓人乐其道德。
What mean happy, is not gold rock silk bamboo, is people happy about home, is people happy about family, is people happy about jobs, is people happy about country, is people happy about government orders, is people happy about Tao (way) & virtues.
如此君人者，乃作乐以节之，使不失其和。
Then governing Emperor, able do music to restrict, make no lost the harmony.
故有德之君，以乐乐人。
Therefore have virtues Emperor, use music to happy people.
无德之君，以乐乐身。
No virtue emperor, use music happy himself.
乐人者，久而长。
Happy people, long & long time.
乐身者，不久而亡。
Happy himself, no long & die.
释近谋远者，劳而无功。
Don't want close & plan far, busy & no accomplishment.
释远谋近者，逸而有终。
Don't want far & plan close, relax & have ending.
逸政多忠臣，劳政多怨民。
Relax government many loyal Officials, busy government many not happy citizens.
故曰：务广地者荒，务广德者强；能有其存者安，贪之有者残。
Therefore: do increase land person failure, do increase virtues person strong; able have the present person safe, greed have person destruction.
残灭之政累世受患。
Cruel destruction of government many generations get disasters.
造作过制，虽成必败。
Construction over limit, although accomplishment but definitely failure.
舍己而教人者逆，正己而教人者顺。
Abandon self & teach people is against, correct self & teach people is smooth.
逆者乱之招，顺者治之安。
Against is chaos attraction, smooth is well government.
道、德、仁、义、礼，五者一体也。
Tao (way), Virtue, Ren (humanity), Righteousness, Rites, 5 is same body.
道者人之所蹈，德者人之所得，仁者人之所亲，义者人之所宜，礼者人之所体，不可无一焉。
Tao (way) is what people should follow, Virtue is what people should get, Ren (humanity) is what people should close people, Righteousness is what people should do, Rites is what people should system, cannot lack one.
故夙兴夜寐，礼之制也；讨贼报仇，义之决也；恻隐之心，仁之发也；德己德人，德之路也；使人均平，不失其所，道之化也。
Therefore early wake night sleep, rites of follow; attack thieves revenue, righteousness of decide; compassion heart, Ren (humanity) of start; virtue self virtue others, virtue of road; make people equal, not lose they have, Tao (way) of becoming.
出君下臣，名曰命；施于竹帛，名曰令；奉行而之，名曰政。
Out from Emperor to Officials, is named Instructions; write on papers, is named Orders; execute with, is named Government.
夫命失则令不行，令不行则政不正，政不正则道不通，道不通则邪臣胜，邪臣胜则主威伤。
Emperor's instruction wrong then orders not execute, orders not execute then government not right, government not right then Tao (way) not through, Tao (way) not through then evil officials win, evil officials win then emperor scary hurt.
千里迎贤，其路远。
Thousand miles welcome good people, the road is far.
致不肖，其路近。
Recruit unworthy people, the road is near.
是以明君舍近而取远，故能全功尚人，而下尽力。
Therefore wise Emperor abandon near & get far, therefore able get all merits people, & below Officials all put efforts.
废一善，则众善衰。
Let go one good, then all good decline.
赏一恶，则众恶归。
Reward one bad, then all bad come.
善者得其佑，恶者得其诛，则国家安而众善至。
Good people get the blessings, bad people get the punishments, then country stable & all good come.
众疑，无定国；众惑，无治民。
Crowd suspects, no stable country; crowd doubts, no governed citizens.
疑定惑还，国乃可安。
Suspicion stop & doubt clear, then country can stable.
一令逆则百令失，一恶施则百恶结。
One order wrong then hundred orders ineffective, one wrong do then hundred wrongs gather.
故善施于善民，恶加于凶民，则令行而无怨。
Therefore good put on good citizens, bad add on bad citizens, then orders execute & no resentment.
使怨致怨，是谓逆天。
Use resentment to solve resentment, is known as against Heaven.
使仇致仇，其祸不救。
Use revenue to solve revenue, the disaster not save.
治民使平，制平以清，则民得其所，而天下宁。
Govern citizens use equal, use equal with clear straight forward, then people get to do what do, & under Heaven peace.
犯上自尊，贪鄙者富，虽有圣王，不能致其治。
Offend above self high position, greedy despicable are rich, even have Sage-King, unable to govern.
犯上者诛，贪鄙者拘，则化行而众恶消。
Offend above get kill, greedy despicable get arrest, then transform do & all evil vanish.
清白之士，不可以爵禄得。
Corrupt-free of people, unable use official post get.
节义之士，不可以威刑胁。
Principe righteousness of people, unable use threats punishments.
故明君求贤，必观其所以而致焉。
Therefore wise Emperor ask for good people, definitely observe key points & ask.
致清白之士，修其礼。
Get corrupt-free people, cultivate the rites.
致节义之士，修其道。
Get principle righteousness people, cultivate the Tao (way).
而后士可致，而名可保。
Then later good people can get, & reputation can keep.
夫圣人君子，明胜衰之源，通成败之端，审治乱之机，知去就之节。
Sage & Gentleman, know winning & decline of source, understand success & failure of stage, observe governed & chaos of opportunity, know leave & stay of reason.
虽穷不处亡国之位，虽贫不食乱邦之禄。
Even though poor not in dying country official post, even though poor do not eat chaos country official salary.
潜名抱道者，时至而动，则极人臣之位。
Seclude name cultivate Tao (way) person, time come & move, then become people official of posts.
德合于己，则建殊绝之功。
(Meet Emperor) virtue same as self, then build exceptional accomplishments.
故其道高而名扬于后世。
Therefore their Tao (way) high & name spread to later generations.
圣王之用兵，非乐之也，将以诛暴讨乱也。
Sage-King use soldiers, not because of happy, but to war violent & chaos.
夫以义诛不义，若决江河而溉爝火，临不测而挤欲堕，其克必矣。
Person use righteousness to war un-righteousness, like open ocean river to quench burning fire, face unpredictable to stop someone shaking, the winning is definitely.
所以优游恬淡而不进者，重伤人物也。
Therefore relax & not bother & not advance person, heavy losses in people & things.
夫兵者，不祥之器，天道恶之；不得已而用之，是天道也。
Person soldiers, unlucky equipment, Heaven Tao (way) hate it; no choice but to use, is Heaven Tao (way).
夫人之在道，若鱼之在水，得水而生，失水而死。
Person in Tao (way), like fish in water, get water & live, lose water & die.
故君子者常畏惧而不敢失道。
Therefore Gentleman always scare & not dare lose Tao (way).
豪杰兼职，国威乃弱。
Heroes have jobs, country scary still weak.
杀生在豪杰，国势乃竭。
Killing in hands of heroes, country situation is dying.
豪杰低首，国乃可久。
Heroes low profile, country then can long.
杀生在君，国乃可安。
Killing in hand of Emperor, country then can stable.
四民用虚，国乃无储。
All citizens use over, country then no reserve.
四民用足，国乃安乐。
All citizens use enough, country then stable & happy.
贤臣内，则邪臣外。
Good Officials inside, then evil officials outside.
邪臣内，则贤臣毙。
Evil officials inside, then good Officials die.
内外失宜，祸乱传世。
Inside & outside lose balance, disasters spread to world.
大臣疑主，众奸集聚。
Big Official doubt emperor, crowd evils gather.
臣当居尊，上下乃昏。
The officials same position as emperor, up down become confused.
居当臣处，上下失序。
The emperor in position of official, up down lose rules.
伤贤者，秧及三世。
Hurt good people, disaster spread 3 generations.
蔽贤者，身受其害。
Hide good people, body get the harm.
嫉贤者，其名不全。
Jealous good people, his name not complete.
进贤者，福流子孙。
Recommend in good people, happiness spread to offsprings.
故君子急于进贤，而美名彰焉。
Therefore Gentleman hurry in recommend in good people, & beautiful name spread.
利一害百，民去城郭。
Benefit one harm hundred, citizens leave city.
利一害万，国乃思散。
Benefit one harm ten thousands, country then think disperse.
去一利百，人乃慕泽。
Go one benefit hundred, people then think gratitude.
去一利万，政乃不乱。
Go one think ten thousands, government then not confused.
