Education. He builds a credible education system bases on international british GCE standards.
Market Competition. He uses market economy competition to drive prices of goods down.
Military. He builds a credible defence force from scratch to protect foreign investments.
Cheap Military. He uses national servicemen & the best cheapest military upgrades seem fit.
Ministers. He is able to attract & select the "best fit" of candidates into his government.
No Corruption. He builds no corruption into his government. Best in Asia for years.
NTUC Supermart. He builds a tax-free cooperative supermart which sets the cost standards of basic.
CPF. He builds a co-payment scheme from employer & employee for old pension retirement purposes.
English Language. He selects English language as the main language medium which is international.
Mother Second Language. Everyone is trained in English & a second mother tongue language
Mother First Language. For the top 10%, the mother tongue is also a first language like English.
Trade. He initiates a free trade zone & port for international trade.
Foreign Investments. He builds a secured country to attract foreign investments.
Infrastructure. He builds roads, sewerage, tv & internet cables, electricity & water in all areas of country.
Transit Train. He builds MRT mass rapid transit trains to speed up common transportation time.

Rule By Laws. Singapore has one of the strictest Civil Laws on this planet (if include hidden ones).

Industrial Parks. He builds industrial parks for foreign companies to rent factory & office spaces.
Hub. It is a hub for everything, namely seaport, airport, communication, entertainment, culture etc.
Local Industry. Government protects them first, then let them competes internationally.
Strong Foreign Reserves. It has strong foreign reserves especially from LKY eras.
Educated Workforce. The workforce is trained very hard as manpower is her only resources.
